The Jewish High Priest, Ananias, some Jewish elders and a lawyer came from Jerusalem to Herod’s palace in Caesarea to present their case against Paul. Rather than identifying a crime that Paul had committed, the prosecution argued that Paul created a disturbance by teaching religious themes like resurrection of the dead. Over the course of two years, Felix did not determine guilt or innocence of Paul; but, retained him as a prisoner with freedom to receive visitors and write letters to the churches.
