In defiance of God’s will, a large group of Noah’s descendants decided it would be good to build a city and tower constructed of brick and tar. The purpose was to create a cohesive population that would become powerful without God’s help. This would prevent scattering of people, which was God’s will.
The consequence was that God affected their speech; so that construction could not continue because workers couldn’t understand the language of each other. The very thing the leaders tried to prevent, happened. People scattered to other lands.
